The Cambodian American Studies, Hmong History and Cultural Studies, Native American Studies, and Vietnamese American Experience model curricula were developed in response to the 2021 Education Finance: Omnibus Budget Trailer Bill and the parameters outlined in Assembly Bill (AB) 167 and, in part, amended by Senate Bill 369 (2023).
AB 167 directed the California Department of Education (CDE), under the direction of the Executive Director of the State Board of Education, to contract with a county office of education, or a consortia of county offices of education to develop the four model curricula. The CDE contracted with the Orange County Department of Education to develop the Cambodian American Studies, Hmong History and Cultural Studies, and Vietnamese American Experience model curricula. The CDE contracted with Humboldt County Office of Education and San Diego County Office of Education to develop the Native American Studies model curriculum.
Pursuant to the parameters of AB 167, each county office of education held public engagement sessions, both virtually and in-person, to gather essential public feedback and informing the creation of lesson plans, the inclusion of primary source documents, and the development of instructional and planning tools, teaching strategies, and professional development resources.
